Special Education Parent Advisory Council (SEPAC)

The Special Education Parent Advisory Council (SEPAC) is composed of a group of parents, educators, administrators, and community members focused on building relationships to support students with special needs in South San Francisco Unified School District (SSFUSD) to ensure that all stakeholders are heard.
 
We will:
  • Serve as a resource to the school community on special education issues;
  • Increase awareness of available service options;
  • Inform parents of activities and resources available for eligible students with special needs;
  • Provide parent education opportunities; and
  • Provide direct feedback and support to SSFUSD district administration and the board of trustees in development of programs and informational materials to parents.

Article I: Name
 
The Name of the committee is the Special Education Parent Advisory Committee and will be referred to as SEPAC in the remainder of this document.

Article II: Office
 
The SEPAC is part of the South San Francisco Unified School District and its office is at 398 B Street, South San Francisco, Ca. 94080.

Article III: Purpose
 
This group is designed to work with all stakeholders to build relationships that will support our students with special needs in our district.  We will:
  • Serve as a resource to the school community on special education issues
  • Develop a communication structure to inform parents of activities and resources available for eligible students with special needs
  • Increase awareness of available service options
  • Provide parent education opportunities
  • Provide direct feedback and support to SSFUSD district administration and the board of trustees in development of programs and informational materials to parents.

Article IV: Membership
 
All Parents and School District Special Education teachers and support staff are invited and allowed to be part of the SEPAC

Article V: Board of Directors
 
The committee Board shall consist of 4 members, A President, 2 Vice Presidents and a Secretary. They will serve one two (2) year term in any one position and will be chosen by membership in at-large elections at the beginning of a new school year or end of the prior school year as the terms expire. Time of the election will be the choice of the general membership. The board will also include a School district Advisor as Coordinator. To avoid direct conflict of interest no school district employee can be on the board unless they are also a parent of a special needs student but they cannot be elected president.

Article VI: Duties and Powers
 
The president will open and oversee all meetings and be the public face of the committee. The President will make all presentations to School district representatives and the school board when needed. One of the Vice Presidents will act as the president in his or her absence from meetings and functions when needed. They will otherwise be asked to do special projects or outreach. The Secretary will do all the recording and correspondence duties of the committee and any other tasks mutually agreed on.  
 
The committee will have no policy making power. It will take input from members and report to or advise the school district or school board on the direction of that input and how they feel it should be acted on.

Article VII: Meetings
 
The committee shall hold no fewer than 4 meetings spread out over the school year. The committee can if needed or requested hold any number of special meetings it deems needed. The committee will hold an executive meeting with its district advisor to discuss agendas and topics for meetings at least 0ne (1) month before a general committee meeting. Public notice of meetings will be given at least 5 days prior to the scheduled meeting.
