Dr. Shawnterra Moore, Superintendent

Dr. Shawnterra Moore has served in education since 2000, bringing more than two decades of experience as a teacher, school leader, and district administrator. Since 2015, she has led the South San Francisco Unified School District as Superintendent, guided by a deep commitment to educational excellence, equity and meaningful outcomes for every student.

Before stepping into the Superintendent role, Dr. Moore held several leadership positions within SSFUSD, including Assistant Superintendent of Educational Services (now Teaching & Learning) and Director of Student Performance, Program Evaluation, and Instructional Interventions. In these roles, she used data and collaboration to strengthen teaching and learning across the district. Prior to joining SSFUSD, Dr. Moore served in a variety of school-level roles, including high school principal, assistant principal, and English teacher, grounding her leadership in a firsthand understanding of the classroom and the daily realities faced by students and staff.

Dr. Moore leads with authenticity and a deep belief that strong relationships are the foundation for both belonging and achievement. She prioritizes visibility and connection across the district, regularly engaging students through interviews, roundtables, and surveys because she believes student voice is essential to shaping meaningful and relevant learning experiences. At the core of her work is an unwavering commitment to equity: ensuring that every student, especially those who have been historically underserved, is seen, challenged, and supported to reach their fullest potential. She holds firm to the belief that it is the system's responsibility — not the student's — to remove barriers to success.

Dr. Moore earned a Bachelor of Arts in English from Santa Clara University and holds a Master of Arts in Educational Leadership and a Doctorate in Educational Psychology from the University of the Pacific. Her dissertation focused on disenfranchised youth and creating spaces that center student voices in the learning experience — a commitment that she carries forward in her work to this day.

Above all, Dr. Moore is driven by her family, faith, and purpose: ensuring that every student in SSFUSD is prepared to learn, thrive, navigate, and make a meaningful impact in the world.
